Neal graduated from University of California, Davis School of Law. He earned the Intellectual Property Certificate and ranked top 15% in his class. Neal received his B.E. degree in Electronic Information Engineering from Beihang University, with a research focus on electromagnetic field, wireless technology, modern cryptography, and information security. He was both an inventor and a patent advisor for his fellow student during his college and law school years.

Neal’s research experience enables him to understand various electrical technologies and smooth his communication with inventors and clients. He has drafted and prosecuted patent applications in multiple technical fields of electrical and mechanical engineering, such as e-cigarette, LiDAR, and telecommunication. Neal’s law school study also enables him to understand various legal issues, conduct complicated legal research, and make logical and persuasive legal arguments. He also assisted in the legal research, due diligence, and consultation on technical issues in patent litigation.

Before joining Bayes, Neal also interned at one of the largest and most established Chinese law firms in its Shanghai office. He drafted Chinese patent applications for filing before the China Patent Office and responded to Office Actions before the USPTO. He also conducted patent research and FTO studies in multiple jurisdictions.
